The Tavistock Chamber of Commerce is proudly managed by a dedicated team of passionate volunteers. Much like many of our valued members, the majority of our team are small business owners themselves. This shared experience enables them to understand firsthand the challenges and opportunities faced by local businesses.
Each volunteer brings a unique set of skills, expertise, and a genuine enthusiasm for supporting the growth and success of our business community. Their collective commitment ensures that the Chamber remains a vibrant, supportive network for businesses in Tavistock and beyond.

Tim Randell
Chair

Tim Randell is a highly experienced publisher with over 40 years in the media industry, specialising in newspapers and magazines. He is the owner and publisher of Links Publishing Ltd, a Devon-based company he co-founded in November 2014. Along with his talented team, the company publishes six bi-monthly community magazines—Tavy Links, Moor Links, Plym Links North, Plym Links Central, and Oke Links—delivered to over 52,000 homes and businesses across West Devon, Dartmoor, and Plymouth.
Before launching Links Publishing, Tim held senior roles, including Commercial Director for Northcliffe Media and Publishing Director for Archant Ltd, overseeing titles such as the Western Morning News, Plymouth Herald, Devon Life, and Cornwall Life. His extensive expertise in publishing and marketing, combined with his active role in community initiatives, makes him a key member of the Tavistock Chamber of Commerce.

Andrew Main

Former Managing Partner of Stratton Street Capital LLP who in 2014 stepped back from day-to-day management. Until last year he remained a Director of the succeeding Fund structures, Epic Funds PCC, which launched the very first offshore Renminbi Fund in 2007, and is Chairman of Epic Funds UCITS.
He became an Advisor to INDOS Financial Group which was set up in 2012 to be the first UK Independent Depository to take advantage of the introduction of the AIFMD rules in Europe. Since then, it has grown to have oversight of over $35 billion under its administration made up of 145 Funds from 75 different Investment Managers. They have developed several initiatives in developing ESG Services. In 2022 they gained their Depository License in Eire before becoming part of JTC. He resigned in April 2023.
He also serves in various capacities with the Alternate Investment Management Association. He is the former Chair of The Next Generation Managers Group which supports the development of Independent Fund Managers starting out in the business. He is a founder member of the Sound Practices Committee and is also on the Markets Regulation Standing Committee.
The majority of Andrew’s experience has been spent dealing with The Far East developing a wide range of financial services before founding the company. In 1999 he studied at INSEAD. In 2021 he was appointed as an ambassador to the Japan Trade Advisory Group at the Institute of Directors. Locally he is a Governor of the Mount Kelly Foundation and a Trustee of Tavistock Heritage Trust. He is the Deputy Chair of the Tavistock Chamber.

Maxine Howe

Maxine Howe is a seasoned marketing consultant and designer with over 25 years of experience in advertising and marketing. As a Director and Secretary of Identity Studio Ltd since its inception in September 2009, she has been instrumental in providing comprehensive services, including brand identity, website design, marketing solutions, graphic design for print, event marketing, and copywriting.
Under her leadership, Identity Studio has successfully executed diverse brand and marketing projects for clients including the Care Leaver Covenant, the British Poultry Council, and Royal Leamington Spa. These initiatives highlight her ability to enhance brand presence and engage communities effectively.
Maxine’s extensive expertise in marketing and her commitment to empowering clients make her a valuable asset to the Tavistock Chamber of Commerce. Her deep understanding of local business dynamics and her proven track record in elevating brand identities can provide strategic insights and support to fellow chamber members, fostering economic growth and collaboration within the Tavistock community.

Anna Lake

Anna Lake is a Director of Client Talk, a business which helps businesses to strengthen their internal and external relationships through client listening, training and coaching, and client experience consultancy. She has a strong background in professional services having working in and with businesses in the sector for 20 years.
As well as supporting the Tavistock and District Chamber, she sits on the Plymouth place board of the Devon Chamber of Commerce and is on hand to make sure members of both organisations maximise the benefits of their membership.

Richard Cosgrave

Although not a formal post holder within the Chamber Executive, Richard is a valued member who is willing to help on a more regular basis.
His early working years back in the 1980s brought a selection of administrative roles in finance, the civil service, property management and manufacturing, which gave him a wide range of experiences that he brought to his work in IT – a field where he has been running his own business since 1993.

Andrew Downing

Andrew is an Engineer and businessman with over 40 years experience in the software, hardware, IT and telecoms industries. He is supposedly retired but has to keep the “grey cells active” to stay sane and so runs two small businesses. He is CTO of a start-up using AI in the educational sector, and is a freelance software architect & developer.
He gains much satisfaction from giving for free: help for other local businesses, one-to-one tutoring in Maths and Engineering, and encouraging youngsters into STEM.
In 2016, Andrew, and his wife Stevie, moved to a small village 2 miles North of Tavistock, and both are interested and active in promoting solar panels and EV’s. He has two kids who have long since left home. He aspires to go solo as a glider pilot at the local Dartmoor Gliding Club, and to visit Startbase in Texas to witness a SpaceX launch (and catch).
As a Chamber executive of over 4 years he brings much enthusiasm, logic and process solutions to the team.
